Abu Dhabi Implements Ban on Cultivation and Circulation of Toxic Oleander Plant

Riyadh, October 9, 2024 (Saudi Arabia Breaking News) – The Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) has issued a ban on the cultivation, production, propagation, and distribution of the toxic oleander plant across the Emirate of Abu Dhabi. This move is in line with local and federal regulations aimed at protecting the community, especially children and pets, from the health risks associated with this poisonous plant.


Oleander, a common perennial shrub often used for landscaping due to its lush leaves and vibrant flowers, poses significant health risks. All parts of the plant—including leaves, stems, flowers, and seeds—contain toxins that can disrupt heart function and, if ingested, may cause severe symptoms such as nausea, vomiting, diarrhea, irregular heartbeat, and, in extreme cases, death.


Mouza Suhail Al Muhairi, Deputy Director General for Regulatory and Administrative Affairs at ADAFSA, stated, “Banning the cultivation of poisonous oleander is a proactive measure to safeguard the health of our community. ADAFSA is deeply committed to ensuring the safety and well-being of the public, particularly children and pets.” She emphasized that this ban is part of Abu Dhabi’s broader initiatives to create a safe, healthy environment for residents while preserving the emirate’s biodiversity.

The decision aligns with the "One Health" approach, which acknowledges the interconnectedness of human, animal, and environmental health. Al Muhairi called on the community to support ADAFSA’s efforts by participating in awareness campaigns and reporting any instances of oleander growth in public spaces.

Dr. Salem Al Kaabi, Director General of Operations Affairs at the Department of Municipalities and Transport, reinforced the department's commitment to collaborating with ADAFSA for the removal of oleander from public areas. “Our partnership reflects our dedication to enhancing community safety and life quality in Abu Dhabi,” he stated.


As outlined in Resolution No. (4) of 2024, the directive mandates that all individuals and establishments comply with the ban and ensure safe removal of oleander plants within a set period from its publication in the Official Gazette. Limited exceptions are made for research purposes, contingent upon prior approval from ADAFSA.


ADAFSA is also urging residents to handle unknown plants cautiously and to avoid touching or ingesting any unfamiliar vegetation. The public is encouraged to call the Poison and Drug Information Services (PDIS) hotline at 800424 if they suspect oleander exposure or ingestion.


In support of this initiative, the Department of Health – Abu Dhabi has included oleander on its list of poisonous plants, while the Ministry of Climate Change and Environment advises against planting it in public parks, schools, and frequented areas. These efforts underscore a unified approach to environmental safety across the UAE.
