PayPal Opens First Regional Headquarters in the Middle East and Africa at Dubai Internet City

Dubai, April 23 (Saudi Arabia Breaking News) – PayPal, the global digital commerce platform, has officially opened its first-ever regional headquarters in the Middle East and Africa, located at Dubai Internet City, the company announced on Wednesday.


The new hub reinforces PayPal’s long-term commitment to the region, aiming to expand access to the global digital economy for both consumers and businesses. The company said the site will play a central role in providing cross-border commerce tools, secure payment solutions, and support for enterprises of all sizes.


Speaking at the Dubai AI Festival 2025, Suzan Kereere, President of Global Markets at PayPal, stated: “PayPal is uniquely positioned to bridge the gap between consumers and businesses for cross-border commerce, fostering growth in local economies. We proudly serve over 430 million customers worldwide today, and we hope to reach many more from our new regional hub for the Middle East and Africa.”


She added that PayPal is investing in advanced capabilities to meet the demands of an evolving digital environment. “As artificial intelligence rapidly transforms the way we shop and pay, PayPal is developing its next generation shopping experiences at speed, including smart wallets and agentic commerce,” she said.


The announcement follows a series of strategic partnerships PayPal has secured across the region in recent months, including collaborations with banks, fintech companies, telecom operators, and other commerce platforms.


Otto Williams, Senior Vice President and Regional Head and General Manager of PayPal Middle East and Africa, said the new regional headquarters will support existing partnerships and drive further growth. “We are honored to already serve many of the largest online enterprises in the region across vital sectors like aviation, tourism, digital goods, and retail,” he said.


“With our new hub in Dubai, we are poised to achieve much more, particularly for small and medium-sized businesses, who we will equip with the tools to attract, convert and retain customers on a global scale,” Williams added.


PayPal’s move to establish a physical presence in Dubai marks a significant milestone in the company’s global expansion strategy and underscores the UAE’s position as a digital and financial hub in the region.
